UNO Budget Woes Force Staff Cuts, OutsourcingAs a new school year starts, the University of New Orleans is girding for big cuts. The publicly-funded school has a budget hole of about $40 million. To make up for the losses, the school is doing everything from outsourcing the bookstore to reducing employee travel to shedding staff via firings and buyouts. The school detailed plans today. As higher education money has dwindled across the state, so has UNO's. The school's appropriation from the state has been cut by about $28 million over the last three years. A little less than half of that occurred this year alone. Increasing retirement costs have also hurt, as well as a "moderate decline" in the number of students attending the school for the upcoming fall semester, according to the school's statement.
The university has increased tuition to attempt to clot the bleeding, but their estimated revenue for next year is about $71 million. They need $111 million to meet their operating budget.
So what does that mean for students? For one, they'll see fewer faculty members. Fifty three staff - including faculty - will be bought out of their contract via "incentivized retirement," according to the staff. Another 47 positions will be eliminated altogether among graduate assistantships, as well as administrative staff and others. Positions which were already empty will not be filled, clearing another 30 roles from the university's books, and another $250,000 will be slashed from the adjunct faculty's budget. The university did not detail which faculty positions will be cut in their release today, but news has been trickling out.
The staff who remain will have annual mandatory leave including spring break and Lundi Gras, and a 50 percent reduction in travel expenditures. All told, the staffing cuts total close to $4 million.
Elsewhere, the university plans to outsource the university bookstore to a third party bookseller - though that move has to be approved by the state - and lease some property to a third party.
The UNO foundation will make an emergency contribution of $1 million to help the school save some more money. The rest of the savings a series of unspecified "efficiencies and increases in self-generated revenue," a statement said.
The cuts are "the most significant budget cuts in the history of our institution," President Peter Fos said.
