RESTORE Act Passes Congress After weeks of looking like it might pass then eventually not passing, a transportation bill containing a key provision for Gulf states in the wake of the Big Oozy was waved home by the U.S. House of Representatives today, setting it up to head to the President's desk for signing. The RESTORE Act dedicates 80 percent of fine money paid by BP and the others responsible for the Big Oozy to pay for enviornmental and economic programs in Gulf states.
A study by the Greater New Orleans Foundation recently found coastal restoration projects paid for by the Act could create 58,000 jobs in Louisiana and the other states. The legislature passed a bill directing all the RESTORE money to the state's newly approved Coastal Restoration Master Plan. The provision for the Gulf was part of the Surface Transportation Extension Act.
"These funds will help jumpstart, in a significant way, coastal restoration in Louisiana. We have the science, the plan and the will, and all we needed was the money," said U.S. Sen. Mary Landrieu.
While the bill provides a place for the money to end up, the amount of Clean Water Act fines BP will have to pay remains unclear. A Wall St. Journal article about a potential settlement between the government and BP says the penalties could range anywhere from $5 billion to $21 billion. |
