Neighbor Complaints About New Tulane Stadium Find Voice at City HallOfficials have yet to break ground on the new Green Wave gridiron, but it’s already the site of a heated contest. District A City Councilmember Susan Guidry has proposed an Interim Zoning District (IZD) that, if approved, could stall construction indefinitely on the new Tulane Stadium and other projects currently in the works in and around Uptown's univerity campuses. Yesterday, a coalition of presidents from Tulane, Loyola and Xavier universities formally opposed Guidry’s motion, claiming the IZD discriminates against universities, though Tulane’s Uptown neighbors respectfully disagree.
Guidry's proposal would make changes to the chief governing law for zoning, the Comprehensive Zoning Ordinance. It would prohibit new construction of a building by a college or university that is larger than 250,000 square feet, and with a footprint larger than 50,000 sq. ft. in a residential area in the Uptown area.
An email from Tulane president Scott Cowen to the university’s faculty, staff, and students claims the IZD “could seriously impede our plans to construct or renovate facilities on our uptown and downtown campuses” and states “the provisions of the IZD would adversely affect Loyola and Xavier universities as well.”
Cowen mentions library renovations, a new dining/residence hall, and research facilities, but the real issues here is the stadium.
Tulane’s student paper, The Hullabaloo, ran an article just over a week ago citing neighbors’ concerns. According to the article, homeowners have started a “Save Our Neighborhoods” campaign aimed directly at the new stadium. The Hullabaloo quotes Save Our Neighborhoods attorney Jane Booth, who says, “To a have a 30,000 person stadium right smack down in the residential area with only 200 off-street parking spaces is to me, and to most people who hear it, insane.”
And it's not only the stadium Uptown universities are worried about. A joint press release from Tulane and Loyola warns “the IZD could delay planned construction at the affected universities for extended periods of time. Once a motion for an IZD is passed, no building permits can be filed until the matter is heard by the City Planning Commission, is reported to the Council and acted on by the Council.”
The proposed IZD is scheduled for discussion at this Thursday’s City Council meeting, a debate that most expect will go into overtime before a real winner can be declared. |
