Today, neighborhoods across New Orleans celebrate the ties that bind, Halloween starts early at the Healing Center and the French Market and the NOLA Underground Hip-Hop awards crown new titans. On this day in Louisiana history, work began on the Cabildo and Presbytere in what would become Jackson Square (1795) and Bobby Jindal was elected governor at age 36 - the youngest in Louisiana history (2007).
