A shutdown of the federal government was averted late Friday night with a handshake when partisan leaders agreed to a compromise on federal spending for this year's budget, but it's still unclear what terms were exchanged when the undoubtedly sweaty palms joined. So, let us take a moment to conisder one of the government programs that was undoubtedly threatened in the fracas that lead up to this moment.
