Mayor Mitch Opens 'Pay it Forward' Account to Help Flood Victims by Shay Sokol Mayor Mitch Landrieu calls upon us to join in helping the victims of the floodwaters upstream. “Nobody in Louisiana is alone,” he announced at a press conference this morning to open the NOLA Pay It Forward Fund. The fund will go to those affected by the Morganza Spillway in the Atchafalaya River Basin for immediate aid and long-term rebuilding. Plans call for theMorganza Spillway to open at 3 p.m. to prevent flooding in New Orleans and Baton Rouge.
