Serpas: Man Killed by Cops Fired 14 Shots, Cruiser Camera Wasn't On by Shay Sokol In the wake of yesterday’s early morning Mid-City traffic stop gone terribly wrong – where one suspect was killed by police, two officers were shot multiple times, and another suspect was shot in the leg – police released more details today about the incident. At an afternoon press conference, NOPD Chief Ronal Serpas said Officer Jason Giroir pulled over brothers Earl Sipp and Justin Sipp at around 5:30am yesterday in Mid-City for a broken light over the license plate, and possibly other moving traffic violations, including running a stop sign.
